Davenport’s FY2025 financial report explicitly says Vemerald is planning a northwest Davenport campus for Meta while negotiating utility service. Proposed applies to that planned campus; later directories do not establish actual works. The generic tracker 100MW is removed. A USD420m assessed-valuation assumption for tax analysis is not construction expenditure, and no precise opening date is established.
