Appeals judges largely affirmed an injunction won by San Francisco and seven other local governments, stopping HUD and the Transportation Department from tying grants to anti-DEI, immigration and abortion conditions, protecting about $240 million a year in HUD money and $2 billion in DOT funding to the city.
