Tim Walz
Ruffini (Journal of Human Resources 2022) found universal free meals raised breakfast participation 38% and lunch 12%, with math gains in districts with low baseline free-meal eligibility; Andreyeva and Sun (Nutrients 2021) found no significant overall test-score effect but 0.24-point higher attendance. Minnesota House Research reports nearly $450 million appropriated in state aid for the 2024-25 biennium. Evidence is from the federal Community Eligibility Provision, not Minnesota's program.
