A new COASTER commuter-rail platform on Harbor Drive between 1st and 5th Streets, by the Gaslamp Quarter, the convention centre and Petco Park, with San Diego Trolley connections either side. The $33 million project also adds a pocket track so trains can run more often.

Line 19 will run 46.2 km with 34 stations from Baoshan Railway Station to Hongjian Road through six districts, built to ease traffic on Pudong South Road and crowding on the southern end of line 8 and the northern ends of lines 1 and 3. The northern section from Baoshan Railway Station to Yierba Jinian Road comes first; the southern section follows in 2029 and the middle section in 2031.
