Ocean Beach Climate Adaptation Project Starts Major Construction

The SFPUC's project will bury a 3,200-foot seawall to protect the Lake Merced wastewater tunnel, remove the eroding Great Highway Extension between Sloat and Skyline and build a mile of seaside trail; its start has slipped from 2023-24 to late 2029.

The SFPUC, the project's lead agency, quietly posted in summer 2026 that the start was pushed back to late 2029; the whole project is not expected to be done until 2033 at the earliest.^[1]
The SFPUC gives three reasons: seven design changes requested by the California Coastal Commission, a newly identified pipe to fix in the same area, and redesigning SF Zoo access now that Prop K made the Upper Great Highway into Sunset Dunes Park.^[1]
First, the Sloat Boulevard and Great Highway intersection and the SF Zoo parking lot are being reworked; the Westside Force Main Reliability Improvements will be built during the main project to shorten construction.^[2]
Main works: a buried seawall protecting a pump station, recycled water facility and wastewater treatment plant; rerouting Great Highway traffic between Sloat and Skyline away from the beach; a multi-use trail, beach stairway and restrooms; and sand replacement.^[2]
Construction is expected to last about four years, with parts of South Ocean Beach closed for roughly six months of each year.^[2]
The Board of Supervisors voted to permanently close the Great Highway Extension in May 2024; the Chronicle then reported the mile-long stretch was to close to cars by early 2026.^[1][4]
The California Coastal Commission unanimously approved the $175 million, city-funded project in November 2024, including a 3,200-foot buried seawall to protect the 14-foot Lake Merced Tunnel, over surfers' objections.^[3]
