The first of two satellite concourses west of O'Hare's terminal core, designed by Skidmore, Owings & Merrill with Norviska and designated Concourse D, is reached by an underground tunnel from the terminals. Vertical construction started in April 2026; the $1.45 billion concourse is the first piece of the O'Hare 21 rebuild to be delivered, a programme approved in 2018 at $8.5 billion and now put at roughly $12 billion in current dollars.
