The FY2027 state budget, the latest in 16 years, commits $4.5 billion to child care and pre-K on a path to universal child care, sends $1 billion in energy rebate checks and adds a surcharge on luxury New York City second homes. Lawmakers finished passing it late on 27 May, nearly two months after the 1 April deadline.
