The Portal takes Caltrain, and later California High-Speed Rail, underground from Fourth and King into the train box already built beneath the Salesforce Transit Center, with a new underground station at Fourth and Townsend. TJPA's July 2025 indicative estimate put the capital cost at about $7.57 billion, of which the federal government has pledged $3.38 billion.
