San Diego's Planning Commission voted unanimously to approve Midway Rising, which would replace Pechanga Arena and its parking lot with a 16,000-seat arena, about 4,250 homes (2,000 affordable) and 14.5 acres of parks. The land-use entitlements then went to the City Council.
