Proclamation 11035 removed monument-based bans on commercial fishing in parts of Papahānaumokuākea beyond 50 nautical miles, the Islands Unit of the Mariana Trench monument and waters 12 to 50 nautical miles around Rose Atoll, for US-flagged vessels.
