From 1 January 1979 Washington recognised the People's Republic as the sole legal government of China and withdrew recognition from Taipei, ending thirty years in which the United States had treated the Republic of China on Taiwan as the government of all China.

The agreement was announced on 15 December 1978 after months of secret negotiation, "the most dramatic moment in Sino-American relations" of Carter's presidency^[1]
The United States recognised the government of the People's Republic as the sole legal government of China and withdrew diplomatic recognition from Taiwan, ending thirty years in which it had recognised the Republic of China as the government of all China^[1]
Washington acknowledged "the Chinese position that there is but one China and Taiwan is part of China" and declared its intention to abrogate the 1954 Mutual Defense Treaty with the Republic of China^[1]
At the same time it declared in the Joint Communiqué that it would "maintain cultural, commercial, and other unofficial relations with the people of Taiwan"^[1]
Carter's address to the nation on 15 December 1978 said that in accordance with "the Shanghai communiqué, issued on President Nixon's historic visit, we will continue to have an interest in the peaceful resolution of the Taiwan issue"^[1]
The negotiation was run through Leonard Woodcock, head of the US Liaison Office in Beijing, on instructions agreed by a handful of officials and approved by Carter in the spring of 1978^[1]
Liaison offices had operated as de facto embassies in both capitals since 1973; the exchange of accredited ambassadors from 1979 gave both sides the machinery to manage disputes^[1]
