Singapore Cross Island Line Phase 1 Targets 2030
- Phase 1 of Singapore's Cross Island Line runs 29 km with 12 stations from Aviation Park (CR2) to Bright Hill (CR13) and is expected to be completed by 2030, benefiting more than 100,000 households[2][3][4]
- The phase was announced on 25 January 2019 with an original 2029 opening; construction officially began on 18 January 2023, and the opening was pushed from 2029 to 2030 because of COVID-19 supply and manpower disruption, per a March 2021 press release[2][3]
- The Phase 1 stations are Aviation Park, Loyang, Pasir Ris East, Pasir Ris, Tampines North, Defu, Hougang, Serangoon North, Tavistock, Ang Mo Kio, Teck Ghee and Bright Hill, with names other than interchanges still working names[2]
- The line is Singapore's eighth MRT line and its longest fully underground one; LTA describes it as "more than 50 km" with 11 interchange stations serving the east, west and north-east corridors including Jurong Lake District, Punggol Digital District and the Changi region[4], while Wikipedia and Land Transport Guru give about 67 km and roughly 26 stations when fully operational[2][3]
- It is a fully automated driverless line (GoA 4) using six-car CRRC Qingdao Sifang CR151 trains on stations built for eight cars, with Siemens Trainguard CBTC signalling and 1,500 V DC overhead supply, served by a 57-hectare Changi East Depot[2][3]
- Wikipedia puts the estimated cost at S$40.7 billion and long-term ridership at over one million a day[3]
- The line was first announced by Transport Minister Lui Tuck Yew on 17 January 2013, then planned as 50 km opening in 2030[2][3]
- Its alignment near the Central Catchment Nature Reserve was the project's main controversy: the Nature Society Singapore pressed for tunnels avoiding the reserve, and ERM produced a two-phase environmental impact assessment (phase 1 report February 2016, phase 2 September 2019)[3][4]
- On 4 December 2019 the Ministry of Transport chose the direct option - a 2 km tunnel about 70 m beneath the reserve in hard granite with no surface structures - over a skirting alignment about 45 m deep and 9 km long under roads and buildings[3][4]
- LTA gives the direct route about six minutes less commuting time, about 15% lower fares and initial daily ridership above 600,000 rising past one million, while Wikipedia adds that it was expected to cost about $2 billion less than the alternatives; an International Panel of Advisors concluded tunnelling on either alignment was safe and the EIA found residual impacts "largely moderate or below"[3][4]
- Later phases follow Phase 1: the 7.3 km Punggol Extension linking Pasir Ris/Tampines North with Punggol and Sengkang, announced 10 March 2020 and delayed from 2031 to 2032; Phase 2, 15 km and six stations from Turf City to Jurong Lake District, confirmed 20 September 2022 for 2032 with groundbreaking at Clementi on 7 July 2025; a 5.8 km Changi Terminal 5 extension for the mid-2030s; and Phase 3, four stations over about 10 km from Jurong Lake District to Gul Circle, announced 31 July 2026 with construction from 2027 and completion in the late 2030s[2][3][4]
- Phase 3 brings a second depot of about 23 hectares on the former Raffles Country Club site, co-located with a bus depot, and LTA says it will save western commuters up to 50 minutes[3][4]
- The B1M's video on the project, "Singapore's New Metro Line is Construction Hell", published 2024-08-14, describes it only as "a big project on a small island" and gives no construction dates, costs or station details, though its research list cites reporting on the decision to run the line 70 m under the nature reserve[1]

Land Transport Guru gives Phase 1 as "(2030)" and records that it was first "slated to open by 2029" before an LTA[4] press release in March 2021 pushed it to 2030 over COVID-19 supply and manpower disruptions; an enthusiast site, though it cites LTA throughout.

Wikipedia lists Phase 1's start date as 2030 and its 12 stations as "under construction, to be ready by 2030", citing LTA[4]; a well-sourced summary rather than an official statement.

LTA's own project page, last updated 4 August 2026, says "CRL1 is expected to be completed by 2030" and that construction "is progressing well" - the operator's current target, but a year rather than a day.
