French Senate Inquiry Says State Covered Up Nestlé's Mineral Water Fraud

After six months and 73 hearings, a Senate commission said the French state hid Nestlé Waters' use of banned treatments on Perrier, Vittel, Contrex and Hépar, a fraud France's fraud-control agency puts at over 3 billion euros.

Report no. 628 of the Senate commission of inquiry into bottled water, chaired by Laurent Burgoa with Alexandre Ouizille as rapporteur, was filed on 14 May 2025 after six months of inquiry^[1]
It sets out failings in the state's control of bottled water up to the highest level, and the pressure Nestlé Waters put on ministries and local state services^[1]
The commission said the government concealed 'illegal practices' through a 'deliberate strategy' dating from the first government meeting on the issue in October 2021, and that the presidency had known 'at least since 2022' that Nestlé had been cheating for years^[4]
The fraud was estimated at over 3 billion euros by France's fraud-control agency; natural mineral water sells for 100 to 400 times the price of tap water, Ouizille said^[4]
More than 120 people were heard in 73 hearings, including Nestlé's CEO; Alexis Kohler, then secretary-general of the Élysée, refused to appear^[3][4]
Nestlé Waters' CEO had acknowledged activated-carbon filters and ultraviolet treatment in its Vosges and Gard plants in August 2021; the banned treatments were removed in the Vosges only at the end of 2022 and in the Gard in August 2023^[2]
A whistleblower told the commission that authorities let Nestlé Waters rewrite paragraphs of an official report to remove references to bacterially contaminated water^[2]
The report proposes stronger protection of the resource, simpler controls, wider testing for PFAS and microplastics and better consumer information^[1]
