Sophie Maxwell Building Opens as Potrero Power Station's First New Homes

The eight-story, corten-steel-clad building at 1212 Maryland Street opened with 105 permanently affordable homes for households earning 50-110% of area median income, the first new building on the former Potrero power plant site.

Mayor Daniel Lurie, Supervisor Shamann Walton and former Supervisor Sophie Maxwell cut the ribbon on the Sophie Maxwell Building, the first new building at Power Station, the redevelopment of the old Potrero power plant in Dogpatch.^[1]
All 105 units are permanently affordable for the 'missing middle', households earning between 50% and 110% of area median income, in a mix of studios, one- and two-bedroom homes managed by The John Stewart Company.^[1]
More than 1,059 applications arrived in a 12-day window, and a random lottery was held the week before the opening.^[1]
It was financed entirely with recycled housing bonds through the CalHFA Recycled Bonds Program, with the city's housing and economic development offices and JPMorgan Chase.^[1]
The building is named for Sophenia 'Sophie' Maxwell, the former District 10 supervisor and environmental activist; at the opening she recalled that 'the community worked for decades to close the old Bayview and Potrero Power Plants'.^[1][2]
Associate Capital bought its part of the plant from NRG Energy in 2016; the project stalled in the pandemic until a state bond-recycling program made it financeable.^[4]
The 21-acre Power Station plan calls for up to 2,600 homes, 1.6 million square feet of commercial space, a 250-key hotel and seven acres of open space; a Herzog & de Meuron UCSF cancer research building on Block 2 is under construction.^[2]
First residents were expected to move in at the start of November 2025.^[2]
