The border plant that treats Tijuana sewage went from 25 to 35 million gallons a day, a 40% jump finished in 100 days instead of the two years first planned.

The two sections of the International Boundary and Water Commission committed Mexico to a new Tijuana treatment plant by December 2028 and a Smuggler’s Gulch sediment basin before the 2026-27 rains, on top of the Minute 328 projects.

The $600 million rehabilitation doubles the border plant’s original 25 million gallons a day to 50, with a 75 million gallon peak, but IBWC now targets 2030 rather than the end of 2027.
