Opening / first-lease date: projected opening recorded only to the month (March 2028) in The Bourne Apartments - Resident Meeting, April 6, 2026 (Pennrose[1][4] / Contour Housing Partners); the pin sits on the last day of that month. Not yet open: this is the projected opening, not a confirmed date. Confidence: medium. Existing occupied 205-unit property (Bourne tower 150 Smith St, reported built 1954; Kenney garden apts reported built 1965 - listing sites, low weight; prior LIHTC rehab late 1990s/PIS 2000 per Pennrose deck and LIHTC database). The only forward date is Pennrose/Contour's April 6, 2026 resident-meeting schedule: acquisition closing and construction start August 2026 (PILOT approved by Newburgh council 13 Apr 2026, 7-0), tenant-occupied rehab complete March 2028. This is rehab completion, not a first opening; if the pin needs an original opening date, 1954 (Bourne) is the only sourced figure but low confidence.A proposed rehabilitation of 205 affordable homes at the Bourne and Kenney communities for households up to 60% AMI. The operator identifies Contour Housing Partners and Newburgh Housing Authority as the development team. Property information reviewed October 10, 2026.
