US and Mexico Sign Minute 333 to End the Tijuana River Sewage Crisis

The two sections of the International Boundary and Water Commission committed Mexico to a new Tijuana treatment plant by December 2028 and a Smuggler’s Gulch sediment basin before the 2026-27 rains, on top of the Minute 328 projects.
