Inch & Co. and Eastern Land & Resources Co. are proposing a $1.7 billion data center on 99 acres adjacent to the 911 Rapid Response building in South Annville. The developer has stated that the proposal is still in the early conceptual stage, so exact capacity and water usage details are not yet known, however, five buildings are expected to be constructed, and they would emit between 45-55 decibels. This proposal also sits adjacent to a much larger industrial complex, DHL's Clear Spring Logistics Park, which will house multiple warehouses. The property is zoned I-1 (industrial) and C-1 (commercial), and the township has set out three requirements for the project. Among them, the conversion of 15 industrial acres to agricultural use, both to protect an eagle nest in the southwest corner of the property and to offset 13 acres being rezoned from agricultural to industrial. \n As of May 2026, the developers have withdrawn this proposal following considerable community opposition.

Linde Corporation, a NEPA-headquartered infrastructure contractor, is proposing a 682-acre, 20-building data center campus on a ~743-acre parcel the company owns off Route 247 and Flat Rock Road in Clinton Township. The original application was made on April 30th, the same day that the Board of Supervisors voted to enact a 6 month moratorium. On June 3rd, the Clinton Township Planning Commission declared the application incomplete, requiring Linde to resubmit a corrected application, which was later accepted on July 1st. In early September 2026, the proposal was rejected by the Clinton Township Board of Supervisors. \n Clinton Township is unique in that it does not have zoning, but instead relies on Subdivision and Land Development Ordinance (SALDO) as a tool to regulate land development.

Keel Infrastructure, formerly known as Bitfarms, is advancing a data center expansion on Clark Street on a roughly 17-acre former industrial brownfield site associated with the old Westinghouse Electric plant. The plan is to convert the existing ~30-MW Bitcoin-mining operation into a 110 MW AI/high-performance-computing campus, spanning parcels on both the north and south sides of the street with multiple buildings. The developer has stated it would begin construction and hiring before the end of 2026, contingent on remaining approvals from the Mercer County Regional Planning Commission, Sharon Planning Commission, and city council, with the facility potentially operational by late 2027 or early 2028.

Two separate developers are separately proposing to build 16 data centers in total east of the Casey Highway. \n First, in early April, Triboro Commerce Park LLC, a company associated with DeNaples, submitted a plan to develop 7 data centers on just over 400 acres of the roughly 1,000-acre CM-2 zone. In late April, the company also filed a land-use appeal and a petition for an emergency injunction in Lackawanna County Court of Common Pleas asking the court to overturn Olyphant Borough Council's decision declaring its zoning ordinance invalid via a curative amendment, citing the action unlawfully excludes data centers — a further signal of its intent to build. \n Then, on May 4, Olyphant received a zoning application from ERCOR Triboro, a limited liability company under Sansone Group, to change its land use from four warehouses to nine data centers. Their campus spans about 500 acres and is adjacent to DeNaples land.

Danko Holdings II and Fishlips LLC have submitted an application on April 28th, 2026 for a data center to-be located between John Brady Drive and the Susquehanna River. The project plans feature three data center buildings, six water tanks, two stormwater basins, water and sewage treatment facilities, a substation, and a security building.

J.G. Petrucci Company and Peron Development are jointly proposing a $5 billion data center campus at the intersection of Gravel Hill Rd and Martins Creek Belvidere Highway, across the road from the John M. Mauser Nature Education Trail System. Currently this land is zoned agricultural, which would require a rezone/zoning ordinance to proceed. In August 2026, the developer submitted a revised application removing 350 acres from the project footprint, making the industrial rezone request only approximately 239 acres.

Quantm LLC is proposing an approximately quarter-million-square-foot data center at the site of a previously approved warehouse project from 2022. As of June, the developer has requested postponement of the proposal review, hence this entry is considered delayed.

Arrow Real Estate Services is advertising a site for data center development off Rt 309 and Rich Hill Road in Richland Township. According to the advertisement highlights, the site is 155-175 acres, has an available site plan featuring 5+ buildings totaling over 2 million square feet, has "1 GW phased in," and that permits for a gas co-generation plant are in process.

Titus Development Co. and Go Energy Group has expressed interest in developing a 200 MW AI data center campus at the NRG Titus Generating Station, a former coal-fired power plant that was decommissioned in 2014. No development plan has been submitted yet, according to township officials. On the official "Titus Data Center" website, an AI generated mockup displays four data center buildings, an electrical and control building, and a battery energy storage system (BESS).

500 ER-EBY Trust likely intends to advertise/build a data center on their 25-acre property at 500 East Reeceville Road, which is currently zoned R-2 Residential. Since data centers aren't permitted anywhere in the township, the site owner is challenging the zoning ordinance and proposing an amendment that would formally define "data center" and allow one as a permitted use in the R-2 zone.

Pennsylvania Data Center Partners and PowerHouse Data Centers are proposing a data center campus somewhere in Granville, according to a presentation given at a local community meeting on June 1st. According to the developers, the project would support between 130-250 construction jobs, as well as 150 permanent jobs. There is no available information on expected acreage, IT capacity, or water usage.

Next Generation Land is developing Champion, a 1,000+ acre hyperscale data center campus at a former coal-refuse brownfield site with existing industrial zoning. The campus is supported by six nearby natural gas pipelines, two of which run on-property, with a potential capacity of approximately 5 GW. The site carries a proven 300+ MW PJM interconnection history, an active NPDES permit, multiple fiber routes, and a Keystone Opportunity Zone designation. The project is currently in the early stages of development.

Nebius is proposing a 1.2 GW hyperscale data center on approximately 600 acres of land at the intersection of Interstate 81 and Gordon Mountain Road. Power would be provided by PPL, and the data center would use a closed-loop cooling system.

Hanover development, L.P. filed an application for a 150,000-square-foot data center on a 37.476-acre tract of light industrial-zoned farmland off Gravel Pike, near Ziegler Road. \n This application arrived hours before the township passed an ordinance defining data center as a conditional use.

4-3 Consulting is pursuing a second, larger land deal in Salem Township through a new entity called 4-3 Glennbrook Group. The firm is working with approximately 194 landowners who own a combined 4,000+ acres located to the west of the original QTS parcel, north of Salem Township Boulevard (U.S. Route 11) and west of Stone Church Road. \n The potential payout to landowners is estimated at $1.2 billion, which is more than double the $580 million secured in 4-3's QTS deal. The project would require an estimated 3.5 to 4 gigawatts of electricity, necessitating construction of a new power generation plant and enhanced infrastructure, to be built at the developer's expense. According to the Times Leader, at least 80% of the total 4,000 acres will remain green space, and 39 buildings are anticipated, although this is subject to change. \n A public hearing regarding the application is expected sometime in July or August.

Mudiita Infra, the "infrastructure and strategic land arm" of Mudiita, a NJ company with ties to India, is advertising a large plot of land across several parcels they purchased for $2.4 million in July 2026. According to their website, the advertised site is 930+ acres, however the purchased parcels only amount to approximately 528.6 acres. Instead of a gas-powered facility, Mudiita proposes a BESS (battery storage) and solar powered facility, with an IT capacity of 750 MW. As of July 27th, the individuals related to the company stated the data center project was withdrawn after the result of Scranton Material's (a nearby company with a separate data center proposal) data center zoning ordinance was rejected. Currently, the website that described the data center site plans is down.

Stonebridge Associates, via S.S. Penn LLC, is proposing a 16-building data center campus to surround the Hickory Run substation along Edinburg Road, representing a $15 billion investment with a buildout potentially lasting six years. As of early August 2026, the project has not received final land-development or construction approval, but it also has not been definitively rejected, hence the delayed status. Its preliminary application encountered an initial municipal rejection/return, reportedly involving an unpaid $3,000 county escrow requirement, while a broader dispute developed over which zoning rules apply to the project. SS Penn sued North Beaver and Mahoning Townships, but those lawsuits were quashed. The company subsequently pursued administrative appeals before both townships’ zoning hearing boards in early August. By September, both townships denied the appeals. The developer will likely appeal to the Lawrence County Court of Common Pleas. Until successfully appealed, this proposal is considered rejected.

PNK Group, a NYC-based developer with Russian affiliation, has expressed interest in developing a 44.5-acre site along Archbald Heights Road into a data center. In mid-July, the company published a public survey in an effort to gauge local interest in this development. Currently, there is little information about capacity figures or whether or not an application has been submitted to Archbald Borough.
