Copenhagen pledged in 2009 to become the world's first carbon-neutral capital city by 2025, aiming to offset its remaining emissions with a waste-to-energy plant's carbon-capture system.

Copenhagen's 2025 carbon-neutrality goal for the capital was unveiled in 2009, per both reports^[2][3]
