Starts 12/31/1999ESTIMATED70% CONFIDENCE

Opening / first-lease date: placed in service recorded only to the year (1999) in HUD LIHTC database (HUD_ID PAA19990205) + PHFA Philadelphia multifamily inventory; the pin sits on the last day of that year. Confidence: medium. Match is by name alias (PHFA lists 'Residence at 6000 Baltimore' aka Bernice Arms, 46 units, same as HUD record at 6018 Baltimore Ave). 1999 is the LIHTC placed-in-service year, i.e. the first LIHTC (re)opening; rental listings claim building built 1925 (unverified), so 1999 is likely a rehab/conversion to senior LIHTC housing. No month/day found. If the pin must be the original construction date, 1925 is only a low-confidence listing claim.^[1]
