China's SAMR Opens Antitrust Probe Into Qualcomm's Autotalks Deal

China's market regulator opened an investigation into Qualcomm for completing its purchase of Israeli V2X chip designer Autotalks without notifying Beijing, after telling the regulator in 2024 it had dropped the deal.

On 10 October 2025 China's State Administration for Market Regulation (SAMR) opened an investigation into Qualcomm for failing to notify its acquisition of Autotalks, an alleged breach of China's Anti-Monopoly Law^[1].
SAMR said the deal fell below the filing thresholds, but after a complaint it found evidence the deal could restrict competition, and on 12 March 2024 ordered Qualcomm to file and not to close before approval^[2].
Qualcomm wrote on 14 March 2024 that it was abandoning the deal, then completed the purchase in June 2025 without filing or contacting SAMR; Qualcomm admitted the facts, SAMR said^[2].
SAMR called the probe routine enforcement with 'clear facts and conclusive evidence'^[2][3].
