State Water Board Votes on Sites Reservoir's Final Water Right Permit
- Governor Newsom announced on 24 September, during Climate Week in New York, that Sites Reservoir is moving closer to construction: late the previous week the Sites Project Authority advanced the project into an investment period, signalling that the State Water Board's revised water right permit can support a viable reservoir[1]
- The final permit goes before the State Water Resources Control Board on 4 November 2026, with written comments due 5 October[4][6]
- The revised draft, released 3 September, keeps the annual diversion cap at 986,000 acre-feet but drops the March draft's test that barred diversions whenever Delta outflow fell below 55 percent of unimpaired flow, and gives the project a path to show water is available from local creeks; it follows 32 hearing days with 21 parties and 60 witnesses[5]
- The off-stream reservoir west of Maxwell would hold up to 1.5 million acre-feet from the Sacramento River, enough for over 4.5 million homes for a year, and would supply up to 200,000 acre-feet in emergency-declared droughts, send water to wildlife refuges and draw about 187,000 recreational visitors a year[1]
- The state added nearly $269 million earlier this year, making the project eligible for $1.363 billion from the Water Storage Investment Program (Propositions 1 and 4); the California Water Commission puts total cost at $6.2 billion to $6.8 billion[1][2]
- The Authority has begun choosing a construction manager at risk for the reservoir and roads portion; the Water Commission's schedule expects water-right and other permits in 2026, with construction and commissioning running into the 2030s[2]
- Newsom earlier streamlined CEQA judicial review, and the project defeated a legal challenge to its environmental review[1]
