Declaring a local emergency after 23 businesses were looted, Mayor Karen Bass ordered an 8 p.m. to 6 a.m. curfew across roughly a square mile of downtown Los Angeles, bounded by the 5, 10 and 110 freeways, and lifted it a week later.
